Who then chooses what is tasteful and what is not? With television and magazines any form of nudity is age restricted. 

To the best of my knowledge, cultural conventions and norms are always full of idiosyncrasies like these. I don’t think any rational system would sit down and write a list of what is and is not socially acceptable with nearly as many asterisks as the list produced organically by human culture.
