ALEC and the Legality of Pre-Emption Laws

Organizations such as ALEC (American Legislative Exchange Council) use pre-emption to pre-empt the opportunity for states to create their own laws and often pass on legislation that is drafted for the benefit of American corporations. Oddly enough, this is a primarily conservative organization, but they are effectively stripping away the right for the people to influence and craft legislation, moving in favor of American corporations who are willing to help the organization in exchange for political power. Do these organizations gut the power of American citizens?
